My Lord,

I have the honour to report that I have appointed

Mr. R. H. Kotewall, C.M.G., LL.D., provisionally and subject

to His Majesty's pleasure to be temporarily an unofficial

member of the Executive Council in the place of the Honourable

Sir Shou-son Chow, Kt., who is temporarily absent from the

Colony.

2. A copy of the instrument appointing Mr. Kotewall

is enclosed.

3. Mr. Kotewall is an unofficial member of the

Legislative Council. He has already been twice appointed a temporary member of the Executive Council during the absence

of Sir Shou-son Chow in October 1929 and September 1930.

4. In accordance with Colonial Regulation 175 I

enclose also a list of the present members of the Executive

Council.
